One year after the creation of the Under Secretariat LGBTIQ + public policy This is in line with what President Guillermo Lasso took in his report to the nation.

The Diversity action plan This is the first tool. It is in the validity stage and will be presented in August. Alexander Guano, head of diversity, elaborated.

Lgbtiq + population is expected for a given public policy

Our institutionalization was achieved on November 1 last year. We have been working as under-secretaries for about seven months, with technical staff who will meet two aspects: formulating public policy and creating plans, projects or programs aimed at LGBTIQ + population. Over the months we have worked on a number of important milestones in the Action Plan.

Which one?

Among others, 28 state institutions Lgbtiq + are committed to the design and implementation of protocols and manuals focused on the elimination of violence against the people. They will also include sexual orientation and gender identity variables in their administrative records. This will allow us to make access to Lgbtiq + population care services visible.

Indeed, it is in state institutions where people condemn violence.

Most organizations are committed to providing strong and sustainable training to employees who provide first aid or care for Lgbtiq + people.

When will it be done?

Committed action will be carried out in the medium term. These are issued this year and may end by 2025 It depends on the registration system of each organization Some have promised to do so a year after the plan is formalized. Others until 2025.

Is there a budget for planned action?

We have been created with no budget effect. We need to build our own with what the Human Rights Secretariat had in 2021. A great effort was made to restructure the activities and process. In this 2022, at current costs we have about 16,000 USD But we are co-executing an investment project with the Under-Secretary for the Elimination of Violence against Women, with a budget of approximately USD 12 million for four years.

To doWhat does it consist of?

It is about preventing violence and strengthening economic capacity, targeting groups in vulnerable situations, including the Lgbtiq + population. Considering this, first, the vulnerable victims of violence will be trained, then given behavioral technical skills so that they can acquire entrepreneurial initiatives and finally be provided with the tools to compete for their seed capital which we will provide.

They do important work with little budget.

We support each other at the state level. There is a new decree, 457, on the optimization of assets. We are a small group of nine people.

Ecuador does not have Lgbtiq + population data and the only survey on living conditions is a case study from 2013.

We were able to include sex adaptation and gender identity variables in the population and housing census conducted in the last quarter of this year. The same goes for the prison census this year. This will complement the LGBTIQ + population living survey that we will do. In 2023, for the first time, there will be official census data.

One of them The axis of action planning is the prevention of violence and discrimination. What will be the impact of education?

The ministry has taken the initiative to update the guidelines for preventing discrimination based on sexual orientation or gender diversity. There are also four more tasks: Train student councils and teachers to properly apply this guideline. Its registration system should include variability in discrimination or violence based on sexual orientation or gender identity. And to implement prevention of sexual harassment and violence in the education system, including the Lgbtiq + population.

Action plan is the first tool, when will the public policy?

From the data provided by the administrative records, along with their corresponding analysis, we will have the baseline to start working on a grounded public policy focusing on the specific needs of the Lgbtiq + population; Hopefully dissent.

To doWhat vCome later?

In the second stage, we want to decentralize and regionalize the action plan through municipal associations.
